Create a URL to open a PDF file at a specific page

I can create a URL to open a PDF file at a specific page by adding "#page=[page number]"

But I can't get the link to work on my android via the chrome, drive pdf viewer or adobe acrobat.
Is this a known issue or user error? Does it happen on iphones?
