     Is there is any option to access create inventory from preflight menus using java script or plugin

    The Preflight tool is not actually part of the main Acrobat application. It's a 3rd party tool. You can tell by the styling of the UI.  I do not believe the items on the Preflight Options menu are not runnable from the "app.execMenuItem()" function.
