Creating a searchable From a circuit board schematic PDF

We need to be able to create a searchable pdf from a circuit board schematic PDF. The text runs both horizontal and vertical. When we try to convert it will only read visible and only horizontal. Even when we rotate the image it will not read the then Vertical / now horizontal text. We went as far as creating another PDF and set it to landscape adobe converted it but rotated it portrait and would only create searchable on the portrait view.

We need to be able to have adobe create searchable pdf up / down / right / left text on the whole page and even pages if need be
