Deskew of letter size scanned PDF files chops off some of the lower text

I am using an action wizard to OCR (ClearScan) to enhance the text and remove the skew on the letter size scans in multiple files. It gets the original files from one folder then saves them to another  Generally it is working good but on the odd pages with text close to margins or large skews it will chops off some of the lower text once straightened.  I have tried using the action wizards "Crop pages" to remove white margins, center etc but there does not seem to be any changes Have never used it before.  (If I go back to the document and select all objects I can drag the objects up and they fit fine)

1) Can the straightening also center to page when there are white borders?  Letter size scan to letter size page.

2) Automate the Action Wizard to start when file added to folder and delete the old file so they do not get reprocessed again?
