Disable focus on certain fields?

Is there an easy way to disable focus on all fields that are read only and locked in the entire document, essentially moving the focus to the next field in the tab order?

If a field is set as read-only it will never receive focus in the first

place.

Actually, they will... I have multiple fields that are read-only and locked, but they can still receive focus by tabbing from a non-read-only field or by simply clicking on the contents. That's both in the editable PDF and the one saved as Reader Extended PDF with "more tools enabled". I've also checked if it's only like that in Acrobat Pro, but Adobe Reader has the same behavior.

Use version DC, not version XI.
