Acrobat run OCR by default only in case of opening BPM/TIFF images or after clicking edit PDF tool.

For 1st you can change the Acrobat preferences

  1. Open Acrobat and Go to Edit> Preferences
  2. Select Convert To PDF option
  3. Select BMP from list of file types
  4. Click Edit Settings
  5. Check Scan Optimization checkbox and click settings
  6. Uncheck Recognize Text and OK
  7. It will set default Off to run text recognition for all BMP files
  8. Do same steps for Tiff images as well

If its running OCR when you click edit PDF tool, There is a link "Revert to Image" in right hand side under Scanned Images option. Click this link and it will not run OCR after this.

All these settings remain sticky. You can change them anytime you want.

Thank so much for replying to my post.  I followed those steps but they don't seem to fix my problem.  When opening PDF's, they appear very fuzzy.  I'm attaching a screenshot in case that helps.  It's like the resolution is off.

OCR doesn't usually make a PDF fuzzy. According to the type of OCR, it might be unchanged, or better, but not fuzzy. Why do you attribute to OCR your text display (which I don't actually see as fuzzy, sorry, but I think your screen shot is scaled down so detail is lost).
