Does every user that fills in a fillable PDF need a paid DC license?
I want to scan 250 paper forms, convert them to fillable PDF's and distribute them to 400 people. Can I buy one Acrobat DC subscription or do I need 400?

You need only Acrobat for the creation of the form. With the free Reader DC the users can fill the form.
