error 16 when installing Adobe Acrobat Pro XI

Got a new Dell laptop, running Windows 10, and needed to install Adobe Acrobat Pro XI. Getting Error 16 message and have uninstalled and reinstalled three times. With startup of computer in between each install. Still getting error 16 message. Have tried install from disc I had and also did download of XI from adobe.com. Neither method works. I also tried the AcrobatUpd11016 update. That did nothing. Really trying to find a fix for this. Any suggestions?

Well, after 2 more hours of scouring the Adobe Forums, which mostly have unanswered questions which is a shame given the high quality of their products, I found the solution here:

Configuration error in Adobe Creative Cloud or Adobe Creative Suite

But I don't use the cloud so I followed Solution 1: (Windows) only I opened up the nonworking installed version of XI Pro and did the "Run as administrator" which let me accept the license agreement. I was able to open a PDF file. I closed the application and reopened it. So far, so good.

I've also tried the acrobat_ittools_cleaner_p2_061713 twice. Still getting error 16.

And, to further the mystery, I just successfully installed Adobe Acrobat 8 Pro from a disc. So what gives with 11 Pro not working?
