In forms, I need an application filled in using multi-line on a lined page. What do I need to do so that it will stay on the lines when creating the form?

Select the font size and position of the field very carefully. Test if it matches the lines, adjust and repeat.

I tried that. It works on the computer I created it on, but when I open it on another computer, it doesn't. I also tried selecting a specific font.

If you use Adobe Acrobat or Reader on the other computer there's no reason it should not work there, either. If you use some other application it's anyone's guess as to how it will work.
