Fillable forms

If I create a filalble form using Acrobat form and have users fill in and submit the fillable forms using Reader can those Reader users edit the fillable form (i.e. if I have a list of employees by department - could they add a new employee or delete an existing employee listed in the fillable form? or would they to need to have Acrobat Pro?)

Hello Susan,

Adobe Reader users don't have the ability to make any changes to the form. They can only fill the fields and sign the document.

Yes, they need to have Adobe Acrobat to make changes. Also, you can put a password for editing. https://helpx.adobe.com/acrobat/using/securing-pdfs-passwords.html
