Adobe has many pricing plans please check Adobe's site for more information as to pricing and the features of Acrobat Standard and Acrobat Professional.

Apache OpenOffice.org and Liber Office are free programs that can create PDF forms but cannot add calculations or JavaScript.

You get what you pay for.

The lowest priced Adobe product that allows you to create and edit PDF forms is Acrobat Standard.
