Forms Tagging with Javascript

How would I write in javascript for forms tagging that X should be true when Y is not true? Is there a way to do this in tagging without javascript? I have tried all operators of !=, ===, etc.

On a PDF, I have two checkboxes: one is checked by the user, and I want the other checkbox to check automatically whenever the first checkbox is not selected.

Please explain in more detail what you mean. How is this related to forms? What kind of fields are you referring to? etc.
