You cannot use JavaScript to create annotations in a 3D object. You can create annotations that are located on top of a 3D object but it won't behave the way one does when you use the Acrobat UI to do it in that the annotation will not be associated with the view that the 3D object was in at the time of creation.

You're going to need to rethink your solution.
