I think you have made several mistakes... assuming that Distiller 3 (over 20 years old) would run in Windows 7, but also I suspect (sorry if I am wrong) that you think that Distiller is free software and this is how to get it. Distiller is NOT free. Distiller is included in the Adobe Acrobat Pro and Adobe Acrobat Standard products, to which you can subscribe. The current version is Acrobat DC. If you DO have a license to Acrobat 3, you would need to set up a computer with a supported system (Windows 95 or 98, probably) and reinstall Acrobat from the original CD (or perhaps floppy disks).
