How Can Acrobat Place Text Boxes On Top of Form Field Shading?

Hi, I am placing a few text boxes w comments onto a PDF form. I've noticed that the text boxes appear behind the form field shading, and that there does not appear to be an option to "move to front," in fact, such layering options appear to be missing entirely.

What options do we have, to be able to place text boxes on top of form field shading?
