How can I overlay two radio buttons with each of them being visible and usable?

Hi All,

I need to overlay two radio buttons in the same spot. Is it possible to make the top one transparent so I can see if the one below is activated by another selection on the form? I want to be able to select the top button without activating the bottom button but I want to be able to see if the bottom button is activated underneath the top button. I hope I am making sense.
