How can I prevent phantom lines and jumbling of elements when using Fit to Size on large plotter printer?

How can I prevent phantom lines and jumbling of elements when using Fit to Size on large plotter printer? Exporting PDF maps, which look perfectly normal except when printer to a larger size and using "Fit to Size" option.
