how can i use the highlighter in pdf allways in freehand ?

How can i use the highlighter in pdf allways in freehand mode and not only if the pdf page is a picture ? it changes between the textmode if my mouse cursor is on a text and the freehand mode if the cursor is on a picture ?

it's much better for me to highlight the text with my surface pen in the freehand mode.
