How can we have a PDF form updated twice by two different users?

Hello-We created a PDF Form for our internal office to fill out part of the information and then send to one of our subcontractors to fill out the rest. Once you save the form, it won't let our subcontractor edit it. Is there anyway to get a form that can be updated twice?
