You need to get in touch with the author or distributor of these papers to find out how exactly you can open them in Reader. I assume that they were encrypted using a certificate. Only who created the document (and encrypted it) can give you access to it. There is nothing we (or Adobe) can do to help you get access to the document(s).

I am trying to use adobe reader dc in order to answer medical papers that are sent to me pdf. How do I do this?
