How do I justify the right side of my PDF file? I clicked inside the paper and hit select all and then clicked on the box on the right that should have justified it and it doesn't work.

I am trying to edit a PDF file. I clicked edit on the right side. I clicked select all and then the justify icon on the right. It did not change the right edge of the paper to an even style edge. What did I do wrong?
