I think you've been reading advice written for other versions of Acrobat. It has been radically redesigned several times. Why not use the Help menu in your version...

Where are you looking for the function / what is missing?

The only function I'm looking for right now is the compare function.  I've looked everywhere in the menus i.e. file, edit, tools, etc.  Doing a quick search online, the compare plug-in should have been under tools, but it isn't there.

To save you time, these plug-ins are loaded when you use them, not before. Or are you saying that the compare function isn't running as described?

Yes, the compare function isn't running at all, it doesn't even show up anywhere.  I'm using Acrobat Pro 9 btw.
