how do i purchase the Adobe Document Reader PC outright instead of buying a one year subscription?
I want to buy the PDF Document DC Pro outright instead of using a one year, month to month subscription payment method. Please advise

There are no such products as Adobe Document Reader PC or PDF Document DC Pro.
We will assume you really mean Adobe Acrobat Pro DC.
On the Adobe website at Adobe Document Cloud | Adobe Acrobat DC you will see two options. The first for Acrobat DC with services is for the monthly subscription at $14.99 per month with an annual commitment, $24.99 per month with no commitment. The second for Acrobat DC desktop only is for the perpetual license version at $449.00. Your choice! You can purchase via the website or through authorized Adobe resellers.
Note however, that although Adobe does provide security and bug fix updates on a quarterly (or more) basis for the perpetual license product for the product lifetime (typically until two more releases come out), only the subscription license product receives new and updated features along with the quarterly (or more) security and bug fix updates.
