How do you convert your passport photo into Format PDF Size Minimum 10 KB Maximum 300 KB and save as a PDF file???

Are you asking if  Adobe Acrobat Pro DC allows you to  manipulate graphics ?

There also other methods, like Print As Image, for example.

Export it as JPG in photoshop, then open it on mac viewer, export to PDF. Then it is almost same size in PDF (as the JPG was)

In Acrobat, you can go to File> Save as optimized PDF, and adjust the down sample settings until you are within the range of your desired size. Use trial and error. (In Acrobat DC it's File> Save as other).

In Photoshop you can go to Image> Image size and it will tell you what the final kb size will be as you adjust the pixel size, save as a Photoshop PDF.
