How to accomplish PDF Name Registry?

Hi all:

  I have read the Appendix E: PDF Name Registry in PDF Reference(version 1.7) and know that developers can register own names, but I can find how to do it, please kindly give some information about register names, Thanks.

BTW, I want to register SubFilter names mentioned in 8.7 Digital Signatures.
