How to add a dash after 3 digits in a keystroke script

I need a keystroke script to add a dash after the 3 first number if the user don’t enter one. I can’t use an Arbitrary Mask since I have a validation script to allow number between 7 and 11 digits only. Can we merge the validation with a keystroke? Or in a format script?
