How to distribute custom toolset that uses custom actions? Acrobat XI pro

I've created a custom toolset that contains 4 custom actions.  I would like to add this toolset to other users computers, I generally add the actions to their sequ...folder, then add the toolset to their UIcust..folder.  When we open the toolset in Acrobat XI pro the custom actions are missing.  I've narrowed it down to the Component Names in the toolsets .aaui file being user specific.  is there any way to change the component names to make the toolset distributable?
