How to I arrange move objects forward and back?

Question

When I add a line, rectangle, or text box, the arrange feature, Format, and Objects are greyed out.  These items are always placed on top of text.  How do I get the text to show above these items?

You can't put them behind the text if you are using Acrobat. Does it work if you go to Properties and make the Fill transparent? (It is very slightly different if you are on Windows.)
