Acrobat Distiller is not free, and not sold separately. It is part of Adobe Acrobat Standard DC and Adobe Acrobat Pro DC. You can buy or subscribe to either of these.

If anyone offers it "free" it will be pirate software, with a high risk of malware (otherwise why would they go to all that trouble!)

Distiller is a part of Acrobat and comes with Pro or Standard version. You can download Acrobat from here: Download Adobe Acrobat products | Standard, Pro | DC, XI, X

But it isn't “free” other than as a limited-time trial after which you either need to purchase a license or subscription.
