How to merge pdf according to some parameters that we have in an EXCEL

We have one or more folders with hundreds of individual PDFs. We want to merge PDFs according to some parameters that we have in an Excel. This Excel has 5 columns: source folder, start pdf, end pdf, resulting pdf name, destination folder name. Each row would correspond to a pdf. Is there a way to generate these PDFs automatically?

I think this will be tricky to do in Acrobat, since it can't read the contents of a folder.

A stand-alone tool would be a better way to do it.
