How to open PDF without editing function?

I want to copy some of the content of a doc. but I can't highlight it.

Is the document a result of a scan?

Legend

Please make sure that the document is not secured.

Open required PDF, go to File menu> Properties > Security and check if "Content copying" is allowed.

Also let us know the dot version of Adobe application and OS you are using.

Have checked the document and there are no restrictions. Copying is allowed.

My version is Adobe Acrobat Pro XI.
