How to print as image on command line

Hello,

I'm developing a program that convert pdf to tif.

Because various pdf files have font problem(garbled text), I want to use  a 'print as image' option.

Is there a way to print as image on command line (on Windows 2008)?

I have searched printing options, but couldn't find.

By the way, why all these restrictions? Partly because Adobe have a product to sell you for this task, and don't want their lower end solutions to be a rival. http://www.adobe.com/content/dam/Adobe/en/products/livecycle/pdfs/pdf_generator.pdf?wcmmode=disabled

2. Acrobat and Reader are unsuitable for use in a non-interactive session: someone needs to be on hand to click OK when required.

3. Acrobat is not licensed for server use.

4. Reader is not licensed for use as part of a converter app.
