How to turn a static pdf into fillable with calculations?

I need to start with a static pdf and turn it into a dynamic fillable pdf complete with formulas and calculations.

It is a government form so the end result needs to have the exact same formatting as the original. i fill out large numbers of these forms for my clients so need to streamline this process as much as possible. Any advice or direction appreciated. Thanks
