I have 5 licenses and 3 are used. I am installing the last 2 on users pc, but am getting invalid license number

My company has 5 licenses and 3 are in use.  When trying to install the other 2 licenses on a users pc I get invalid license number and I don't know why.  I am thinking that maybe the license was not deactivated before it was removed from one user to another?
