I installed adobe reader DC and paid for "organize page" tool but still cannot add this tool.

Adobe Reader DC is free and doesn't include the "organize page" tool.

is it possible you paid for Adobe Acrobat DC? Acrobat includes full editing capabilities, including organizing pages. But, it is a separate download from Reader.
