I want to Change PDF compatibility 1.7 to t.1 (Abode 3X). I know it can be done form the Optimized pdf  Option when I save PDF.

 

MY Question 

 

I Want this automatically with scripts I have Adobe DC as well as Distiller.

You can do it with the batch tool, which will process a whole directory on a few clicks. No scripting interface.
