I want to allow comments on my documents but not copying content, or extracting pages

Question

I am using Adobe acrobat XI on windows 8 and I normally secure my documents using the properties unfortunately when allowing for comments I also allows for extracting pages, once a page is extracted of course the content can be copied from it.

If I sign the document and "lock it" then it does not allow for commenting

Please advise how my documents can be secured from all copying /extraction and still allow comments to be used

‌DId you see the warning that third party apps may ignore security? I point this out because you could put a lot of trouble into no real protection.
