InDesign CC won't export the entire document to .pdf

I am using Adobe Acrobat Pro DC and InDesign 2015 CC.  I created a 7.5" x 10.25" document with .375" bleed around all edges for final dimensions of 8.25" x 11".  The top and bottom bleed don't have any elements and is plain white.  However, when I create a .pdf from InDesign, the top and bottom are automatically cropped.  When I check the properties of the .pdf, it displays 8.25" x 11".  However, when I sent the file to the printers, they asked for a new file because the file I sent doesn't have a bleed.

Does anyone know why InDesign is automatically cropping a .pdf due to white space?  So as a quick workaround, I created a rectangle measuring 8.25" x 11" and filled with white and placed on its own layer behind the rest of the elements and created a new .pdf.  This time, InDesign exported the entire document into a .pdf measuring 8.25"x11".

I would like to figure this problem out so I can avoid this issue in the future.  I also don't like my boss thinking that I don't know how to create a .pdf with a bleed.  Unless I don't?  Am I missing something when creating a .pdf with a bleed?

Is there a setting somewhere that needs checked when I'm dealing with whitespace?  Thanks,

Your description is confusing to me. You say that the top and bottom are cropped, but also say that it displays in Acrobat as 8.25 by 11, which seems uncropped.

It might be helpful to display the various boxes by setting the following preference in Acrobat: Edit > Preferences > Page Display > Page Content and Information > Show art, trim, & bleed boxes

I apologize for the confusion.  When I open the .pdf and navigate to: File - Properties - Description, the page size is listed at 8.25" x 11.25".

However, when I create a new document in InDesign sized to 8.25" x 11" and place the .pdf, I find the dimensions aren't 8.25" x 11" because the top and bottom is cropped.  I have an image that extends the full width of 11" which is why the entire width is exported.  I'm sorry if my explanation is confusing because I have never seen this happen in all my years of using InDesign.  Thanks,

So to clarify, you're placing an existing PDF in an InDesign document, and finding that it appears cropped in InDesign? I just tried that in InDesign and noticed the same thing. You might want to ask about this in the InDesign forum if you haven't already.
