I want to be able to submit a form as an attachment to an email but include a specific active URL in the Outlook email text, can this be done easily?

No, the emails created using a script will be plain-text only. Some email clients might interpret full URLs as links, as mentioned, but there's nothing you can do to force it.

You can't specify any control or links for the message, but sometimes a full URL will be linked. It depends on what email client the RECEIVER of the email has.
