Insert video into PDF

Using InDesign to produce media rich PDF. MP4 embedded video clips works A-OK in a Mac version PDF, but not in the Win version PDF. Brochure for viewing on computer screen only, not for print. Should I use Adobe Media Encoder? Does Acrobat CC have better capabilities than ID for producing interactive PDF docs?
