Inserting Blocks of Text into a Fillable PDF Form

I am creating a fillable pdf in Acrobat Pro XI that will be used to create custom lesson plans in Reader.  There are 15 topics that can be covered in any order, but the 10 or so lines per topic should not be edited.  I had thought to use drop down choices but there the character limit is too small.  Each topic has a standardized title and all parties understand exactly what is included with each title. 

I know you creative types out there have a solution for me.  Hit me with your best shot.  I appreciate everyone's contribution.
