Interactive tour in Acrobat 2017

there is an interactive tour provided in the welcome menu of Acrobat 2017. Does anyone know if Adobe Captivate was used to create this? How can I create my own interactive tour inside of Acrobat to show users how to use our plugins to Acrobat? I do not want this to be a video. I want users to actually click on buttons and engage, not simply select a button to advance the next clip/scene.
