my new Iphone 7 will not open a simple Acrobat 10 Pro PDF I created and password protected for opening.  My Iphone 6 did?  Why not?  and if i send it without a password it opens fine?  so new I phone 7 isn't relating to the password protection.  Why?

thank you.  I like to have pdf's on phone with password protection for some things that are sensitive material as an extra layer.

Which application are you using to open the PDF file on your iOS device? If you are just using the defeat viewer, then your experience does not surprise me: Apple's default PDF viewer is not able to handle anything but very basic PDF files. For anything else, you will have to install a 3rd part PDF viewer and then use the "Open in" function. Try Adobe's own viewer for example: Adobe Acrobat Reader - View, Annotate & Share PDFs on the App Store

apologies i was not specific enough.   I am emailing a password to open secure pdf to myself, which i created on a PC with Acrobat Pro 10, which for the last two years on the Iphone6 was able to receive the email, click on the attached pdf, open it with a password and then upload to Adobe App (or IBOOKS) on the iphone 6 and then open using a password.  Now the attachment is not 'clickable' in the email at all, just says PDF document, but no action can be taken.  I Can't even upload it closed anywhere.  but if i send it as unsecure it is fine and opens uploads etc.

I just tried what you described: I created a document with an open password in Acrobat X and sent that to myself as an email attachment. I then opened that email on my iPhone 7 running iOS 10.0.2: I can tap on the PDF attachment, and it will prompt for the password. Can you open the attachment on your computer?

I would try to reboot the phone to see if that fixes the issue.
