Is it possible to create new drawing markups (shapes) or text editible shapes?

You can create custom dynamic stamps. For the sample one you show, you can set it up with some JavaScript so that it prompts you for the numbers at the time that the stamp is placed. You should be able to find more information with a search: Let me google that for you
