Is it possible to embed a pdf into another pdf?

I am trying to embed a pdf into another pdf. I know how to attach it but I want to embed it on the same page. I followed the directions below but the link  dialog box did not open. I have adobe acrobat x pro.

1. 1. View – Show/Hide – Navigation Panes – Attachments.
2. 2. Click the Add a new attachment icon.
3. 3. View – Tools – Content and select the Link icon.
4. 4. Select the text/image to create the link.
5. 5. In the Create Link dialog box, select Go to a page view and click Next.
