Check the Document Propertied panel and see if there are any actual fonts used. If not, you can try using custom stamps with a blending mode. Read this article that I wrote on the topic: Document Geek: Highlighting a PDF that contains no fonts

Or you can use the drawing markup tools and just reduce the opacity, but that obscures the text a bit.
