Links are not working in PDF document

I am using Acrobat 9 Pro on a PC running Windows 10. I am adding links to a PDF file. Am able to add the links but they are not functioning. I have done this before with no issue. Any ideas on how to fix?

First of all, Acrobat 9 is not compatible with Windows 10.

How are you adding the links? What kind of actions do they perform? What happens when you click them?
