Losing linked header IDs when creating bookmarks from structure

Hello.

I'm creating PDF files with complex tables from MS Excel.

My files need several bookmarks added for all the different table captions and I am creating the bookmarks from the option New Bookmark from Structure...

My problem is that every time that I create the bookmarks, all the column header spans and linked header ID information gets lost/reset when I save my file for Fast Web View. These files need to be made Section 508 compliant and that is one of the requirements.

Does anybody know of why this is happening and a way to prevent this?
