Make a PDF uneditable without a password

I have a document that has form fields/text boxes.  I have tried several ways to flatten it, print it back to PDF, and optimize it.  No matter what I do it still allows the user to click edit text & images and change the data.  How do I make it uneditable without a password?  These are drawings/specs for different systems.
