make quick tools visible always

I would like to make quick tools visible all the time

Our plugin has several tool buttons that do not require an open document

As it is now Acrobat DC requires several clicks to make the Quick Tools toolbar visible like it was in Acrobat XI

Is there a way to force this from a plugin?

No, there is not. Plugins cannot control the application’s UI and toolsets. It’s entirely up to the user.

But once the user makes them visible, they will stay visible (until the user manually hides them again).

Or Acrobat is restarted - then it has to manually be made visible again (several clicks)
